Mission
Native Housing Sovereignty Partners exists to support Tribal Nations and Native communities in building the relationships, partnerships, and housing production capacity needed to expand housing opportunities and strengthen housing sovereignty. We believe lasting housing solutions emerge when communities have greater influence over how housing is planned, financed, built, and maintained.

Kenny Tolbert
Managing Principal
Member of Choctaw Nation
Kenny is the Founder and Executive Director of the Sovereign Insurance Association of Native Nations, and serves on the board of Sovereignty Rises, Native nonprofit supporting economic sovereignty for Native communities. A respected entrepreneur and business strategist, he has over 35 years of experience leading ventures that strengthen Native economic sovereignty. Kenny spent nine years with the U.S. Chamber of Commerce Native American Business Development Center, working with more than 30 Tribal Nations, and his company, The Tolbert Company, was named Minority Service Business of the Year by the U.S. Chamber of Commerce. He has co-founded and led two publicly traded companies and numerous startups, including the award-winning TwoRows Restaurant and Brewery. Kenny also founded the Choctaw Nation’s Scholarship Advisement Program, which has supported over 5,000 Choctaw students. A graduate of the University of Oklahoma, he is a national voice for Tribal entrepreneurship, education, and self-determination.

Through its collaboration with Native Housing Sovereignty Partners, Viceroy supports the development of Native-owned housing production companies, workforce development, and pathways that strengthen long-term housing sovereignty for Native communities across North America.
Native Housing Sovereignty Initiative
The Native Housing Sovereignty Initiative (NHSI) is a Native-led collective impact coalition of Tribal Nations, Native organizations, nonprofits, businesses, and government partners working to advance housing production, workforce development, capital access, and community wellness. Native Housing Sovereignty Partners (NHSP) serves as an implementation partner, helping Tribal Nations and Native organizations develop housing projects, partnerships, and long-term housing production capacity.
